Royal Navy Civil Branch Uniforms

Does anyone know when the so called "Civil Branches" of the Royal Navy started to wear the full dress coatees with a double row of buttons like the military branch instead of a single row (In pairs, threes or fours depending on branch)? I have seen photos of these officers with both types worn up to about 1897 when most are wearing double rows.
