Unfortunately not, Frogsmile.

I believe this is only available if you are a member of "participating institution", which seem to be University libraries, mainly American university libraries.

If you feel motivated, you could download the book page by page, as you can download individual pages.

In respect of a book which is online on another website where you can't download pdfs, (Digital Library of India) someone advised that he had easily downloaded a book page by page and saved them in a file together, so that he had created his own pdf, but I have never done this, nor know know how to do this.

The State Library of Victoria has a large online collection, classified as war pamphlets, which contain many Handbooks, Manuals, etc, produced by the War Office.

The following is a link to 205 War Office publications "Before 1920", so the results also contain some WW1 dates
http://search.slv.vic.gov.au/primo_library/libweb/action/search.do?ct=facet&fctN=facet_creationdate&fctV=%5b-999999999+TO+1919%5d&rfnGrp=2&rfnGrpCounter=2&frbg=&rfnGrpCounter=1&indx=1&fn=search&dscnt=0&vl(1UIStartWith0)=contains&scp.scps=scope%3A(ROSETTA_OAI)%2Cscope%3A(SLV_VOYAGER)%2Cscope%3A(SLV_DIGITOOL)%2Cscope%3A(SLVPRIMO)&vl(10247183UI0)=any&fctV=Great%20Britain.%20War%20Office&fctV=online_resources&mode=Basic&vid=MAIN&ct=facet&rfnGrp=1&rfnGrp=show_only&srt=rank&tab=default_tab&fctN=facet_creator&fctN=facet_tlevel&dum=true&vl(freeText0)=war%20pamphlets&dstmp=1482904070484

If this link doesn't work, use the SLV Search http://search.slv.vic.gov.au/primo_libr ... /search.do with the search term war pamphlets, then select further filters such as online items, Author Great BritainWar Office, creation date before 1920 (or whatever is the earliest option} etc

You can also use your own search terms
