Having poked around the internet, it appears that this location was Pei Chowdy or Chowdi. It was at the railhead on the British side of the Dorah pass. There was a depot here which was a good reason for a menber of the Bombay Commissariat, such as Phelan, to be there.
I am still frustrated by the fact there does not appear to be service record for him. He went on to become a conductor so their should be a record of him somewhere! Any suggestions?
